Description

Objective:

The Massachusetts League of Community Health Centers has engaged the Massachusetts General Hospital Center for Disaster Medicine (MGH-CDM) to lead a statewide series of tabletop exercises for community health and ambulatory care centers. These exercises are designed to assess and support community health/ambulatory care center preparedness for response to and recovery from an emerging infectious disease outbreak. The overall focus of the exercise will be to examine and enhance the ability of outpatient care centers to rapidly identify, appropriately isolate, and effectively communicate the presence of infectious disease patients in the ambulatory care setting.

Representatives from the regional health and medical coordinating coalitions (HMCCs) are invited to join the exercise to represent their coalition and their healthcare discipline (public health, hospital, emergency medical services, and long term care).

Exercise Objectives:

1. Evaluate the procedures utilized by Community Health/Ambulatory Care Centers and Ambulatory Care to effectively screen for and appropriately identify patients with emerging infectious diseases.

2. Assess the procedures by which Community Health/Ambulatory Care Centers isolate patients with emerging infectious diseases, including physical isolation of the patient as well as management of the environment and containment of infectious material.

3. Analyze the communication and coordination processes in place between healthcare centers, local and state public health authorities, EMS, hospitals, and others involved with the care of emerging infectious disease patients.

4. Determine impacts of an EID event on individual health centers and the healthcare system, identifying priorities for continued planning and additional training needs.


Who Should Attend:

Community health/ambulatory care center emergency management staff should forward this invitation to representatives from within their organization who would be involved in the coordination of care of emerging infectious disease patients. Based on exercise objectives, participation from the following staffing levels is highly encouraged. Each facility should plan to register a maximum of 4 individuals.


Key Representatives:

– Director/Administrative Leader
– Emergency Preparedness Manager
– Primary Care Representative (MD and/or RN)
– Infection Control/Infectious Disease Representative

Additional Representatives:
– Front line staff representative (clinical/administrative)
– Specialty Population Representative (e.g. Pediatrics, Obstetrics, Oral Health, etc.)
– Pharmacy Representative
– Security Representative
– Environmental Services/Facilities Management Representative
